Drs. Gracita R. Arrindell: Elevating the role of Minister Plenipotentiary

THE HAGUE--The position of Minister Plenipotentiary of Sint Maarten is often viewed as a throw-in during political negotiations when portfolios are divided after elections. Yet in today’s interconnected world, representation matters, and for St. Maarteners, particularly students in the Netherlands, it is even more crucial. This role is more than ceremonial; it can open doors for the Council of Ministers in diplomacy, cultural exchange, networking, and fostering inclusion.

Over the past year, Minister Plenipotentiary Drs. Gracita R. Arrindell has demonstrated how impactful the position can be when used to its full potential. Her presence has built bridges in education, trade, culture, and security that could benefit the island for years to come.

The Minister Plenipotentiary represents St. Maarten in the Kingdom Council of Ministers, giving the country a presence and, with some effort, a voice in decisions that affect all four constituent countries, Aruba, Curaçao, the Netherlands, and St. Maarten. While Dutch ministers are accountable to the Netherlands’ Parliament, the Minister Plenipotentiary answers to St. Maarten’s own government. This independence allows the position to directly advocate for local interests in Kingdom-wide policies and international forums.

𝐕𝐢𝐬𝐢𝐛𝐥𝐞 𝐚𝐧𝐝 𝐒𝐭𝐫𝐚𝐭𝐞𝐠𝐢𝐜 𝐄𝐧𝐠𝐚𝐠𝐞𝐦𝐞𝐧𝐭

Below are 14 (there are more) significant events from the past year that reflect Drs. Arrindell’s active and effective representation on behalf of St. Maarten:

• Received DADA Students (28 April 2025) – Welcomed members of the Dance & Arts Dimensions Academy in The Hague to mark their 40th anniversary, fostering cultural pride and connection.

• Cyber Conference Keynote (20 May 2025) – Spoke at the Global Conference on Cyber Capacity Building in Geneva, stressing resilience, collaboration, and climate-conscious digital strategies.

• Panel at The Hague University (22 May 2025) – Contributed to a governance and Kingdom relations panel, engaging future leaders on democratic structures.

• Dialogue with Polish Ambassador (3 June 2025) – Explored cultural and economic exchange opportunities, strengthening Sint Maarten’s diplomatic network.

• UN Commission on the Status of Women (5 June 2025) – Celebrated outcomes of the 69th CSW session while advocating for domestic violence legislation and the Istanbul Convention.

• U.S. Independence Day Ceremony (8 June 2025) – Represented Sint Maarten in The Hague, underlining ties between the United States and the Dutch Kingdom.

• Azerbaijan Cultural Diplomacy (12 June 2025) – Promoted academic and cultural exchanges at an embassy-hosted event, including student opportunities via Erasmus+.

• Dutch Safety Board Talks (15 June 2025) – Discussed safety cooperation and leveraging technical expertise for Caribbean parts of the Kingdom.

• Meeting with Irish Ambassador (25 June 2025) – Addressed shared priorities including food security, education, and tourism development.

• Wreath Laying at Slavery Monument (2 July 2025) – Honored the abolition of slavery in Amsterdam, reinforcing historical remembrance.

• Bastille Day Celebration (14 July 2025) – Participated in French Embassy celebrations, affirming shared democratic values.

• OCTA Ministerial Representation (3 July 2025) – Represented Sint Maarten in EU funding and budget discussions at the OCTA Ministerial Conference.

• Kingdom Governance Onboarding (8 May 2024) – Took part in a Leadership Excellence R.I.S.E. Program session on Kingdom governance structures, strengthening intergovernmental collaboration.

• Student & Professional Meet & Greet (30 March 2025) – Engaged Sint Maartenese students and professionals in Amsterdam ahead of the National Career Fair, encouraging participation in the island’s future.

Drs. Arrindell’s year in office illustrates that the Minister Plenipotentiary can be much more than a politically assigned seat. When fully engaged, the position becomes a platform for strategic advocacy, relationship-building, and international visibility for Sint Maarten.

In 2024 she said: “The Cabinet works tirelessly to represent the interests of St. Maarten and its residents in Europe. This involves collaborating with relevant entities to promote mutual understanding and cooperation. By ensuring St. Maarten's values and interests are clearly and effectively presented in the Kingdom Council of Ministers, the Cabinet aims to secure a prosperous and safe future for all."
