GREAT BAY--Minister of Public Housing, Spatial Planning, Environment and Infrastructure Patrice Gumbs has described the launch of the Address Data Management Project as a proud and important step for the Ministry of VROMI and for the wider digital transformation of government.
The project was launched on Thursday under the overall Digital Government Transformation Project and is aimed at improving the management, standardization and accessibility of address data across government.
Speaking at the launch, Minister Gumbs said the project is much more than the creation of an address database. He said it represents progress toward stronger planning, improved service delivery and better coordination across government institutions.
“Today is a proud moment for the Ministry of VROMI,” Minister Gumbs said.
He thanked the Ministry of General Affairs for leading government’s digital transformation and modernization initiatives across the public sector, noting that its support has been essential in moving projects such as this “from vision to reality.”
Minister Gumbs used a practical example to explain why reliable address information is so important. He described a situation in which a client, while involved in a legal process at the notary, needs an extract from the civil registry. At the civil registry, the client is told that the address on file is not a listed address and is directed to the Ministry of VROMI for verification. VROMI then turns to the Kadaster for additional verification, only to discover that the civil registry, VROMI and the Kadaster each have different addresses for the same property.
“This process takes well over a month, given the lack of easily accessible data, historical inconsistencies in addressing, and of course exacerbated by limited human capacity,” the Minister said. “The result: a delay and frustration related to the most simple of government tasks, the production of proof of residence.”
According to Minister Gumbs, the Address Data Management Project directly addresses these types of challenges by creating a stronger foundation for accurate, standardized and accessible address information.
“For VROMI, accurate address and spatial data are critical tools,” he said. “They support urban planning, infrastructure development, permitting, emergency response, disaster management, and many other essential services that directly impact our communities and the daily lives of our citizens.”
He added that reliable address information allows government to work more efficiently and make better-informed decisions.
“Having reliable and standardized address information allows government to operate more efficiently and make better-informed decisions,” Minister Gumbs said.
The Minister also recognized the contributions of the Digital Leadership Team, the Permits Department, technical partners GIS4C, and the Kadaster, stating that their expertise and commitment were instrumental throughout the project.
“Your contribution has laid an important foundation for the future of spatial and address management in St. Maarten,” he said.
Minister Gumbs also extended appreciation to the National Recovery Program Bureau and the World Bank for their continued collaboration and support. He said partnerships of this nature are essential to strengthening institutions and modernizing the way government serves the public.
“This achievement also demonstrates what is possible when ministries, departments, technical teams, and development partners work together toward a common objective,” the Minister said.
While the launch marks a milestone, Minister Gumbs said it also opens the door to further innovation, better interconnectivity among government systems and improved services for the public.
“This project creates opportunities for further innovation, greater interconnectivity among government systems, and improved public services for the people of St. Maarten,” he said.
The Ministry of VROMI, he added, remains committed to supporting initiatives that strengthen sustainable development, improve governance and contribute to a smarter and more resilient country.
Minister Gumbs congratulated everyone involved in the successful completion of the project and thanked them for their dedication and hard work.
