St. Maarten can tap Kingdom links as Netherlands builds new AI framework for government

GREAT BAY--As artificial intelligence becomes increasingly visible in the work of St. Maarten's Government and Parliament, two developments in the Netherlands offer the country a timely opportunity to avoid building its public-sector AI framework entirely from the ground up.
The Netherlands, together with Belgium, Luxembourg and Denmark, is developing and testing sovereign generative AI solutions specifically for government, while the Municipality of Amsterdam has released a practical guide showing public-sector employees when and how the use of AI should be disclosed to citizens.
For St. Maarten, the significance goes beyond simply following what Europe is doing. As a country within the Kingdom of the Netherlands, with existing institutional relationships with the Dutch Government and an active digital transformation program already financed in large part through Dutch support, St. Maarten has an opportunity to seek access to the lessons, standards and technical expertise being developed there.
That could prove particularly important as AI begins moving from individual experimentation by civil servants and politicians into institutional use.
Netherlands Building AI Specifically for Government
The new initiative, known as EuropAI, brings together the Netherlands, Belgium, Luxembourg and Denmark to develop reliable generative AI applications for public-sector use.
The project is part of Europe's GenAI4EU network and will run until July 2029. A European subsidy agreement has already been signed. In the Netherlands, the initiative is coordinated by the Ministry of the Interior and Kingdom Relations, BZK.
Rather than every government agency attempting to purchase, configure and regulate its own AI tools separately, EuropAI is designed around collaboration. Participating authorities will jointly procure, develop, test and share solutions, while also working on common infrastructure, implementation blueprints and compliance documentation.

Three areas have initially been identified for development: simplifying legal and administrative work, urban analysis and spatial planning, and digital assistants that communicate with residents.
Each has obvious relevance for St. Maarten.
AI tools developed for legal and administrative simplification could eventually assist with large volumes of government documentation, policy comparison, legislation, administrative procedures and internal research.
Urban analysis and spatial planning could be relevant to VROMI, particularly as St. Maarten continues developing digital mapping, address management and geographic information systems.
Digital assistants could eventually help residents navigate Government services, find forms, understand application requirements or determine which department they need without having to physically visit several offices.
The attraction of the Dutch-European approach is therefore not merely the technology. It is the attempt to create AI that public authorities can use with established rules for privacy, security, legal compliance and control over their data.
Amsterdam Tackles the big Question
Amsterdam, meanwhile, is dealing with another issue that St. Maarten's institutions will eventually have to confront: When should Government tell the public that AI was used?
Since August 2, 2026, a number of transparency requirements under the European Union's AI Act have come into effect. Amsterdam responded by preparing a practical guide for its civil servants that other public authorities can also use as a reference.
The Amsterdam approach makes an important distinction between AI being used as an assistant and AI effectively producing Government communication.
For example, using AI to restructure a document, check spelling or make minor editorial adjustments does not necessarily require disclosure when a human remains in control and the substance has not significantly changed.
The situation changes when AI communicates directly with residents, generates new content, produces material that is released without meaningful human review, or creates manipulated images or video. Amsterdam's guide advises that the public should then be clearly informed about the involvement of AI.
The guide also recommends transparency when there is uncertainty.
That distinction could become especially relevant in St. Maarten as AI is increasingly used to assist with Government documents, parliamentary research, correspondence, reports, presentations and public communication.
The question should therefore no longer simply be whether public institutions are using AI. The more important questions are how it is being used, what information is being placed into these systems, who verifies the output and when the public should be told.
St. Maarten's Parliament has already moved formally into this discussion.
In May, the Presidium established a Digital Transformation and Artificial Intelligence Workgroup charged with helping guide Parliament through digital transformation while promoting responsible, transparent and ethical AI use.
Its mandate includes assessing Parliament's digital environment, recommending AI governance and ethics frameworks, identifying priorities for digital innovation and improving digital literacy among MPs, parliamentary staff and the wider community. Parliament's theme for the 2025-2026 Parliamentary Year is also "Building Digital Trust: Exploring a National AI Strategy and the Further Development of an Open Parliament."
The development is particularly relevant following the unusually extensive use of AI during Parliament's handling of the 2026 National Budget, which President of Parliament Sarah Wescot-Williams previously described as an opportunity for the institution to learn how AI can strengthen rather than overwhelm parliamentary oversight.
The next step could be for Parliament's AI Workgroup to examine what Amsterdam and the EuropAI partners are developing and determine which elements can be adapted for St. Maarten.
Government Is Already Building the Digital Foundation
Government is also much further along in digital transformation than it was only a few years ago.
In March, Government formally launched the E-Services and Data Exchange Platform under the Digital Government Transformation Project. The project is intended to connect six Government registries through secure and standardized data exchange while supporting digital services, electronic identification and electronic signatures.
The broader Digital Government Transformation Project is being supported through a US $12 million grant from the St. Maarten Trust Fund, financed by the Government of the Netherlands and managed by the World Bank. Government is simultaneously developing legislation dealing with cybersecurity, personal-data protection and open data.
That existing cooperation is important because it demonstrates that St. Maarten and the Netherlands already have mechanisms through which major digital reforms can receive financial and technical support.
AI could become the next logical area for that cooperation.
St. Maarten is associated with the European Union as an Overseas Country and Territory, but it is not itself part of the European Union and is not automatically bound by the full body of EU law. The EU AI Act should therefore not simply be treated as St. Maarten law.
That does not make the European developments irrelevant.
It means St. Maarten has an opportunity to choose what works, adapting appropriate safeguards and standards to its own constitutional and legal environment rather than copying European rules word for word.
Amsterdam's transparency guide, for example, could provide the foundation for a much simpler St. Maarten Government policy requiring departments to distinguish between ordinary AI-assisted work and AI-generated material that directly affects or informs the public.
Likewise, standards emerging from EuropAI could help St. Maarten determine what Government should demand when purchasing AI systems: where Government information is stored, who can access it, whether confidential data can be used to train external models, what happens to information entered into an AI platform, how outputs are verified, and how dependent Government becomes on a particular technology provider.

Use the Kingdom Connection
The fact that EuropAI is coordinated in the Netherlands by BZK is particularly noteworthy for St. Maarten. BZK is also the Dutch ministry responsible for Kingdom Relations and is already directly involved in numerous areas of cooperation with St. Maarten.
That does not mean St. Maarten is automatically a participant in EuropAI. The present project identifies the Netherlands, Belgium, Luxembourg and Denmark as its participating countries.
It does, however, raise a practical question: Why should St. Maarten develop every public-sector AI framework independently when expertise, testing and implementation models are being developed within the same Kingdom?
Government could explore with BZK whether St. Maarten officials can participate in knowledge exchanges, receive implementation material, observe pilots or establish a parallel cooperation arrangement. Parliament could similarly establish contact with Dutch parliamentary and municipal institutions working on AI governance.
Connections with the Association of Netherlands Municipalities, Dutch universities and public-sector technology bodies could also provide access to people who are already dealing with the same questions St. Maarten is beginning to face.
The objective would not be to hand St. Maarten's AI policy to the Netherlands. It would be to use the Kingdom relationship to reduce cost, avoid mistakes and accelerate the development of a framework that St. Maarten ultimately owns.
Don't Reinvent What Has Already Been Built
St. Maarten does not possess the same financial, legal or technical capacity as the Netherlands to establish large teams for AI procurement, cybersecurity, legal compliance, model testing and data governance.
Trying to independently reproduce everything being developed elsewhere would consume resources that could instead be directed toward implementation and local adaptation.
EuropAI itself is based on essentially that argument. Governments are encountering the same questions about privacy, information security, legislation, infrastructure and dependence on technology suppliers. By pooling resources, participating authorities do not each have to solve those problems from zero.
St. Maarten can apply the same logic to its position within the Kingdom.
As Government digitizes more services and Parliament formally incorporates AI into its transformation agenda, the country now needs more than enthusiasm for the technology. It needs standards governing where AI may be used, what information may be entered into it, who remains responsible for the final product, how residents are informed and what systems are considered secure enough for Government work.
The Netherlands is now developing answers to many of those questions.
For St. Maarten, the opportunity is to make sure that being separated by thousands of kilometres does not mean being separated from the knowledge, safeguards and technology being developed elsewhere within the Kingdom.
