Prime Minister Mercelina: Address Data Project is about better service, safer communities and smarter government

GREAT BAY--Prime Minister Dr. Luc F.E. Mercelina has described the launch of the Address Data Management Project as another important step in St. Maarten’s wider effort to build a modern digital government that serves citizens more effectively.

The Prime Minister delivered remarks at the launch of the Address Data Management Project, which falls under the Digital Government Transformation Project. While the initiative focuses on data, technology and modernization, Prime Minister Mercelina said its real importance lies in how it will improve the lives of people.

“At its heart this project is about people,” Prime Minister Mercelina said. “It is about ensuring that government can serve our citizens more effectively, respond more efficiently in times of need, and make better decisions that improve daily life across our country.”

He said the launch represents more than the completion of a technical initiative. According to the Prime Minister, it is part of the country’s broader journey toward building a stronger, smarter and more resilient St. Maarten.

“As a government, we have a responsibility not only to address the challenges of today but also to prepare our country for the opportunities and demands of tomorrow,” he said. “That is why digital transformation remains a key priority.”

Prime Minister Mercelina said citizens expect government services to be efficient, accessible, reliable and responsive. To meet those expectations, he said government must continue to evolve and embrace innovation.

“The project we celebrate today is a clear example of that progress,” he said.

The Prime Minister noted that address data may appear to be a simple administrative issue, but accurate and standardized address information forms a foundation for effective governance. He said it supports emergency response, infrastructure planning, utility services, disaster preparedness and recovery, and better coordination among government departments.

“It helps emergency services respond more quickly when lives are at stake,” Prime Minister Mercelina said. “It supports better infrastructure planning and utility services. It strengthens disaster preparedness and recovery efforts.”

He said this type of information is especially important for St. Maarten as a small island developing state, where government must make every resource count. Accurate information, he said, allows the country to plan smarter, respond faster and build resilience in the face of challenges such as natural disasters and rapid development.

“Simply put, when we have better information, we can make better decisions,” Prime Minister Mercelina said. “And when we make better decisions, we build a better future for our country.”

The Prime Minister commended the Ministry of VROMI, the Digital Transformation Project team and all stakeholders who contributed to the completion of the project. He also recognized the Digital Leadership Team, the VROMI Permits Department, Kadaster and the technical experts whose work helped bring the initiative to fruition.

Special appreciation was also extended to the World Bank and the National Recovery Program Bureau for their continued partnership and support. Prime Minister Mercelina said their contributions continue to assist St. Maarten in strengthening its institutions, modernizing systems and building resilience for future generations.

“Today’s launch demonstrates what can be achieved when government, technical professionals, and development partners work together with a shared vision and common purpose,” he said.

While celebrating the accomplishment, the Prime Minister said the work is not finished. He said the Address Data Management Project forms part of a broader transformation aimed at creating a modern digital government capable of meeting the evolving needs of the community and supporting sustainable national development.

“The future of St. Maarten depends not only on the infrastructure we build, but also on the systems we create, the innovation we embrace, and the partnerships we foster,” Prime Minister Mercelina said.

He said every step toward modernization is also a step toward better governance, greater efficiency and improved quality of life for the people of St. Maarten.

“The success we celebrate today is not measured by databases or digital systems alone,” he said. “Its true value will be measured by safer communities, better services, stronger institutions, and greater opportunities for our people. That is the St. Maarten we are working to build together.”

Prime Minister Mercelina congratulated all who contributed to the successful completion of the project and encouraged continued commitment to innovation, modernization and national development.
