Groundbreaking set for New St. Maarten Library this week

GREAT BAY--The reconstruction of the St. Maarten Library will reach a major milestone on Tuesday afternoon, September 8, when officials gather for the official groundbreaking ceremony at the library site in Philipsburg.

The ceremony will formally mark the start of construction of the long-awaited new facility, which forms part of the Fostering Resilient Learning Project, implemented by the National Recovery Program Bureau, NRPB, on behalf of the Government of St. Maarten. The project is financed through the St. Maarten Recovery, Reconstruction and Resilience Trust Fund, funded by the Government of the Netherlands and managed by the World Bank.

The new library is being rebuilt as a modern, resilient and accessible public facility following the severe damage caused by Hurricane Irma. Before the hurricane, the library received approximately 40,000 visitors annually and served as an important center for reading, learning, cultural activities and community programs. The reconstruction will include furniture and equipment, while plans also envision expanded learning activities, special events and the possible development of a digital library platform.

Near-final designs for the library were presented to the public in April 2025 during consultation sessions organized by the Ministry of Education, Culture, Youth and Sport and the NRPB. The design process incorporated feedback from the Library Board, stakeholders and members of the public, with an emphasis on creating a facility that reflects St. Maarten's culture while meeting modern educational and community needs.

The library reconstruction is one of three major facilities being delivered under the Fostering Resilient Learning Project, alongside the Sister Marie Laurence School and Charles Leopold Bell School. The overall project carries an allocation of approximately US$26.7 million and is intended to provide safer, more inclusive and hurricane-resilient education and cultural infrastructure.

Tuesday's groundbreaking moves the library project from years of planning, design and procurement into its construction phase and brings St. Maarten another step closer to restoring a permanent public library in Philipsburg.
